hi, On the iDevice, turn off iCloud Music Library, don't show Apple Music and even turn off iTunes Match if you can. Back your way out of there and restart the iDevice. Now, on the Mac, in iTunes, go under the File menu, down to Library, then select Update iCloud Music Library. Wait for this action to finish. Then go back into Settings on the iDevice and turn iTunes Match and Apple Music back on. If you have WiFi, it's best to attempt this with the WiFi connection since the sync likely would work better in that environment.
