I also like «speak text under voice over cursor» in voice over settings. Don’t like «voice over follows mouse cursor». One important setting in Zoom Text under tracking. Keep the folowing items centered in view. Check all three. In fact, the only two settings under tracking i don’t like is: tol tips and alerts. All the other is checked. If you then in voice over setting have checked voice cursor follows mouse cursor and vice versa, the Zoom Text will follow voice over in many situations in apps and internet, but not all the stuff. I like full screen magnification in Zoom Text. Also after installing Zoom Text, the Zoom Text voices will be available for voice over. The speak text feature on web sites is not good for me. Missing information. People are different and like different ways of using Zoom Text with voice over. That is normal.
