I think that except for the network settings area, all settings on the
Macintosh become active immediately. Certainly I have had no delay in the
keyboard shortcuts area.
When there were issues it was usually a bad plist file in the
Library/Preferences folder. Try changing the setting one more time and then
immediately exiting System Preferences. If the change did not take effect
again, I can find the appropriate plist file that might be causing issues.
