Well, if your current machine has all of the recent OS upgrades then yes. But
the migration tool does not clone your current computers drive and onto the new
machine. Instead it migrates the users home directories and account
information and Applications in the Applications directory from your current
computer that are not on your new computer. It will also get WiFi and clock
settings from your current computer and move that information into the
appropriate places on the new computer. If you installed an application in a
location other than /Applications, or modified Web Server settings or crontab
entries, don't expect those to be migrated, though they might be migrated.
Almost all settings from System Settings and Application specific settings
panels does get migrated to the new system.
