First, you need to make sure that the Mailbox list is visible. Stop interacting with everything and navigate with VO-right past the Favourites bar. If VO announces Mailboxes table, then it is visible, otherwise either press cmd-shift-m, go up to the View menu and choose Show Mailbox list, or toggle it with the button in the Favourites bar. Once it's visible, interact with it, find the mailbox you want in the Favourites, then interact with it. Press VO-cmd-f5 to make sure that the mouse is routed to the VO Cursor, then press VO-cmd-shift-space to invoke the mouse-down command. Stop interacting with everything then navigate left to the Favourites bar and interact with it. VO-right to the place you'd like to drop it, press VO-cmd-f5 to once again make sure that the mouse is routed to the VO Cursor location, then press VO-cmd-shift-space to invoke the mouse-up command to drop the item. It will usually drop just after the item you had focus on. You can use the mouse-down and mouse-up commands to re-arrange the items in the Favourites bar, and you can remove an existing item from the Favourites bar by grabbing it, and dragging it out of the Favourites bar then dropping it.
