I believe you can add synthesizers to VoiceOver in the VO Utility. Then, use 
vo-cmd-arrows to find the "voice" option, and go to the synth you need at the 
time.

The good news is that automatic language switching is rumored to be part of the 
next major macOS ugrade, coming this fall.
