Hi, If you have the iCloud Photo Library enabled, then photos deleted or added to the phone, will be deleted or added to all other devices which have iCloud Photo Library enabled with the same Apple ID. If iCloud Photo Library is not enabled on your iPhone, then deleting the photo from the iPhone will not affect the photo libraries on other devices. As mentioned, you can enabled the Optimize Photo Library on the iPhone, and the iOS will store lower resolution versions of the photos on the iPhone, thus using much less space. For example, I have over 45,000 photos in my iCloud Photo Library, which uses up about 175 GB of space on iCloud, and obviously my iPhone cannot hold 175 GB, but with the Optimize Photo Library enabled on my iPhone, I have access to my entire library and it only uses up less than 10 GB of space on the iPhone.
