Verified this bad behavior. Basically any change to the bitrate not made 
with the mouse is ignored. Keyboard only or VO navigation of the popup 
will not make the change. Seems like a basic bug but I wonder how they 
did it since popup menus should be part of the standard UI elements and 
whether the items are selected via mouse or keyboard shouldn't matter. 
Only thing I can think of is maybe there is a 'modified' flag on the UI 
elements which is not being set when changes are made via the keyboard. 
In any case, it's an Apple bug I've not found in other apps. I've been 
trying to hunt around to see if there is an app with a window that has a 
button popping up another window with a pull-down but so far I haven't 
found one. I wanted to see if the same thing happens in other applications.
