Tim's suggestions are what usually works. I also have found that some options
in the keyboard settings of VMWare can cause this behavior when VMWare is
running and you keep switching between VMWare in full screen mode and MacOS.
When VM Ware is the culprit, then you need to quit VM Ware before the command
key has full functionality restored.
