The process is a bit awkward until you get a feel for it. You double tap with two fingers, hold on the screen after the second tap, wait for the sound, then drag your two fingers up or down the screen to raise or lower the VoiceOver volume. As I said, it's a little strange, and it's hard to get used to how much sliding is needed to change the volume to where you want it. But that's the command. There may also be a volume slider in Settings, I'm not sure.
