Your explanation seems correct but I would tweak it to say that the Mozilla contributors have already written the 'glue' code that connects Firefox to the accessibility APIs on Linux or Windows. Each of those platforms has its own accessibility framework just like the Mac. There just hasn't been a set of deep pockets to fund the Mac dev work like on the other platforms and volunteers so far have not made it happen. Following the money trail is a bit difficult but I suspect IBM funded much of the IAccessible2 work and Google probably chipped in on MSAA. If Apple sprinkled some dollars or people resources in the right place I would guess that FF would get happy with voiceover. Of course as the sole developer of Safari, I'm not sure how much Apple would be motivated to put resources into Firefox.

Because Firefox is a cross-platform browser, it has been very difficult for the 
developers to make the browser accessible to Voice Over users because Apple 
employs its own accessibility frameworks for Mac OS X. Therefore, the folks at 
Mozilla must create by hand all the accessibility functionality that Linux and 
Windows users have by default.

I know that the developers would welcome assistance in this, but I am not 
confident enough in programming yet to offer them this help.

I know that there are other, better qualified people on this list who could give you a better break down of the current situation, so if my info is incorrect or in any way in accurate, please feel free to set me straight.
