Downie will do this. I have not installed the app yet but the site
states that you can do this.

I use an app called softorino youtube converter. You bring it up and
have a blank edit field. You paste the web address of a youtube video
in the field then tab to 1080p 720p etc. At the bottom of the screen
is a save button. The app is not free, I got it in a bundle with
Waltr, both apps are developed by the same company. Actually, I
believe the app is now called S2 because they totally redid it.
