Hi, It is being inconsistent for you. I would first restart your Mac to see if any proper functionality returns. If it is still a problem for you, then yes, I'd report it to Accessibility as a problem. Even if it works as it has for me, that's not the normal, desired behaviour, so a report is a good idea in my opinion.
