Donna, You have to specifically link the e-mail signature to the account. If a sighted person can help you then just selecting all signatures from the signatures table and then dragging the appropriate signature to the account that it needs to be associated with works.
If not, please let me know if I should work out the instructions in High Sierra or in El Capitan, and I can give you step by step but I have not tried with either Sierra or High Sierra yet so I don't know if the screens have changed at all So I want to test out my old procedure before posting..
