Well, command-L will set focus on the navigation bar with the address selected. The only problem with this is that it is a bit difficult then to jump back into the web page.
You could use vo-shift-[5 to save your spot and then use vo-5 to jump back. For that matter if you set a hotspot on the address bar, you might be able to use vo-command-hotspot to read the hotspot without jumping to it. VoiceOver Hotspots though are not predictable in terms of when they will get obsoleted. And in fact the number one way I can get Safari to go into busy mode is set a hotspot in the middle of a web page and then move to a different page and try to get to the hotspot.
