You have several possibilities depending on how extreme you want to go.

1. You could try renaming ~/Library/ or  ~/Library/Preferences
2. You could wipe the hard drive from within the recovery system and
restart.
3. You could adjust "dock hiding", "sleep timers" and background images
from your system.

For step one open the finder and use the goto function to goto ~/Library
and then use the enter key to rename the file. Then reboot. After rebooting
you should be able to move the renamed directory to the trash.

For a complete restart find the directions to restart in recovery disk mode
and then chose to erase your hard disk. In earlier OS's you had to open the
tools menu. I think there is a more obvious way in Sierra and High Sierra.
