Hi. Do you have a time machine backup of a previous version of macOS? If so, you may have to go back to that backup as it sounds like the installation may be corrupted. I had a friend that had this problem and didn't have a time machine backup so she had to restore the whole Mac. Hopefully you have one so you don't have to do this drastic measure.
