Hello James, I have only got drag&drop to work in Mail preferences for applying signatures to accounts, and in System Preferences Language pane for changing the order of languages in the table.
I can only create aliases on the Desktop. I can't drag&drop across windows or to reorder icons in a folder in icon mode. I haven't tried it anywhere else because the need hasn't arisen.
