I find this surprising, generally I find interpretation of these patterns are 
related to the Screen Reader  and not the braille display. Though I suppose 
that it is possible that VO is not recognizing the Focus but in that case I 
would expect more extreme issues. 

Did you verify everything is configured right in the Braille section of the VO 
Utility?
