It is definitely not normal for the status menu to stop appearing. What happens if you use Control-F8 from Finder instead of VO-M twice? You should be able to use the regular Mac keyboard shortcuts as well as VO-M, so Control-F2 from Finder is an alternative way to navigate to the menu bar (equivalent to VO-M), and Control-F8 from Finder is an alternative way to navigate to the status menu bar (equivalent to pressing VO-M twice). Similarly, you can use Control-F3 from Finder to navigate to the Dock in place of VO-D.

Setting up an AirPort Express is fairly fast using AirPort Utility. It just takes a couple of minutes. The only issues I've ever heard of occurred when there were requirements to add the AirPort Express WiFi network as an extension to an older, existing wireless network that had to run on a lower grade of WEP security in order to support old equipment on the network. My AirPort Express is over 5 years old, and actually predates my having broadband connectivity. After 2 or 3 years I worried that at some point the device might eventually fail, so I bought a spare, but never had to use it. Since getting an iPod Touch (which uses wireless internet), I started traveling with the spare AirPort Express and using it to set up a wireless network when I'm in locations where there's an ethernet connection but no wireless. Then I can use my MacBook on a locally secured network (and share the connection with a colleague who has a laptop, if needed), and also run my iPod Touch wirelessly at the same time. I wouldn't have expected this to be such a fast setup, but it's actually easy to do, and the AirPort Express is only about the size of the MacBook's power adapter. HTH.
