I don't believe that this is common. I don't have the 8 Plus, only the 8, but
have noticed that sometimes, it doesn't seem like it wants to wake up. I
usually just wait a few seconds, then press the Unlock button again, try
turning VO off then on and/or hit the up volume a few times until it works.
Have not had to do the reset thing ever though. If you try the triple press of
the Home button and you do not feel the haptic feedback, then it will probably
need to be powered up, otherwise, there's likely something going on with the
volume causing you to not be able to tell if it's on or off.
