There is a way to disable quicknav, but unless you are using activities this would disable it on the entire system.
In the VoiceOver utility, open the commanders area and switch to the QuickNav tab. There are three checkboxes here: 1. Enable Quick Nav 2. Allow toggling of Quick Nav using left and right arrow keys 3.
