Hello Stacy,

I believe you are saying that VoiceOver volume is fine, but that when you get 
an alert like Battery is low it speaks at a different volume and perhaps even a 
different voice. 

If indeed this is the case, then I believe you have text announcements of 
alerts turned on. You shouldn’t need to have this enabled while using 
VoiceOver. To turn it off, open system preferences to the Dictation and Speech 
panel. Click the “text to speech” button and then uncheck the "Announce when 
alerts are displayed”  checkbox.
