I am not sure that I understand the nature of your question, so the suggestion 
I am about to make might not even apply.

The only way I know of for making FaceTime or FaceTime audio calls is to make 
sure that the person whom I wish to call is in my contacts.  Once in my 
contacts, making a call is as straightforward as telling Siri, for example: 
„Make a FaceTime audio call to Mike Busboom.“ 

Once in a FaceTime conversation, I do not think that it is possible to send the 
tones representing the numbers to your FaceTime partner.  This approach works 
on the Mac, as well as on the iPhone.  Although I do not own an iPad, it would 
probably work their, too.
