With Gmail as your primary mail service, I would just turn off the JUNK
filtering in the Mail program. Gmail has the advantage of seeing billions of
e-mail messages and can usually do a better job at spam filtering then your Mac
can do.
If the messages are still going to junk after that, then you know that Gmail is
the culprit and the way to resolve this is to use the Gmail web interface and
check all the items in the SPAM folder that are not junk and then click the not
spam button. I find the item chooser very useful when working with a cluttered
page like GMail's especially if you are on a Macintosh running newer than El
Capitan.
