Hi,

I use iCloud Photos and have access to over 45,000 photos on my iPhone, but 
they only use up about 4.5 GB of space on the iPhone.  With iCloud Photo 
Library enabled, you do need a larger iCloud Drive allowance, but the iPhone 
optimizes the photo library so that what is on the iPhone uses much less 
storage.

As Jonathan mentioned, Google Photos does something similar, does give you more 
free storage off the top, but does enjoy mining your every action.  DropBox 
also can save your photos, for backup purposes, but you'll also need to ensure 
you have enough space there.  Google and iCloud are likely your best options.  
Regarding the naming aspect your question, this might be unnecessary if you 
subscribed to iCloud Photo Library.

There have been a few articles about this issue in the mainstream press since 
Photos are a significant reason why larger phone storage is required. Though if 
you have a iPhone that supports the higher compression techniques and have 
enabled them, you can store approximately twice as many photos.
