Hi,

I was able to make it work with a following:

1.  Make sure Mail is the targeted app for the keyboard shortcut, not All apps.
2.  The menu name is "Save Attachments…".  Note that the VO-shift-c seems to 
insert a space between the "s" of Attachments and the "…" (ellipsis), this 
space should be removed.
3.  I used cmd-option-shift-a which keeps it similar to the "Attach Files" 
item.  Other combination styles that I usually use didn't seem to work.
4.  Make sure that you close System Preferences before trying this shortcut.  
If you're editing your current shortcut, you'll need to make sure that focus is 
no longer on the shortcut field because if you're using cmd-w to close System 
Preferences, and VO focus is still on this field, your shortcut will be 
replaced by the cmd-w combination, which might frustrate you in numerous ways.
