Are people experiencing this issue running under High Sierra? I can consistently get my El Capitan system to go into busy state from the link list menu, but my HS system generally works except for sites that like to move content around the screen constantly. One other possibility is to bring up the developer menu and try turning off JavaScript some web sites will gracefully downgrade to a more client server functionality when there is no JS others will not load at all. But you should not have issues with JavaScript tools changing the DOM out from under VoiceOVer causing VoiceOver to ask the browser where am I again and again?
