Simon, You're probably right. When I had my 2011 souped up MBP, VO did not work at the File Vault screen, it just beeped. Simon, In Mojave, you are correct. It didn't work for me on older iterations of the MacOS, but that may have just been on an older MacBook Pro as well. Because it didn't on my old 2011 MBP, I didn't even realize that it may have worked on my new 2017 model, so I can't confirm how it worked in High Sierra. Anyway, in Mojave, in the Login Options area of the Users & Groups System Preference pane, there is now a button named "Accessibility Options". Press on this and check which accessibility option you'd like at the login screen and it works both at the regular Login screen and at the File Vault version of the login screen. One more thing to mention, I said that you needed your account name at the File Vault login prompt, but that is inaccurate now as well. You could enter either the Full Name or the Account Name and it will be accepted. Later...
