Hi Vaughan, If you go into system prefs and users and groups, Then go across to the right and click the lock to unlock / be able to make changes, Then back to user accounts, At the bottom of the list of users you should have one called Log in , Highlight this and then go back and tick the box to say start voiceover at log in, Then once you have done that try restarting and see what happens.
