Command-Shift-a to open the Applications folder is not a Voiceover command.
It works whether VoiceOver is on or off.
All the VoiceOver Commands can be found by holding down the VoiceOver keys
whether you use Control and Option, or the caps lock key, then pressing the
letter h twice.
Standard shortcuts such as Command-Shift-a are shown in the menus beside the
relevant menu item. So, in the Finder, to find the shortcuts for opening
specific folders, do VO-m to open the Apple menu, then use VO-Right Arrow
several times to reach the Go menu, then VO-Down Arrow to the appropriate
command. After the command name, you’ll hear the shortcut.
