Hello I went in to system prefferences turned off all check boxes except the folder is checked when I go to look threw a list it is still not putting the folders on the top of the list

example

I open

downloads folder

everything is all over the place what I am wanting to do is for me to open a folder eg downloads and put all the folders with in the downloads folder at the top of the list this works in windows with out any issues but I can't get the mac to do this is this even possible ojn the mac?
