That is not necessarily the case.  If you have iTunes Match, then you have an 
iCloud Music Library.  When you have Apple Music, you again have an iCloud 
Music Library.  In both cases, you are able to upload your own music to the 
iCloud Music Library.  This is necessary as Apple Music does not have 
everything that you might wish to have in your Library.  Some music you may 
need to import from CD or whatever, so these items can be uploaded to your 
iCloud Music Library.  The difference between the two services comes into play 
when you upload something that you might have ripped from CD, and it also 
resides in the iTunes Store.  When you have iTunes Match, the title is not 
actually uploaded to the iCloud Music Library because it doesn't need to be.  
If you download it for off-line listening, a iTunes Match version is downloaded 
to your device.  The same would happen for Apple Music.  If you decided to stop 
your iTunes Match subscription, you retain the "matched" version and you're 
able to continue playing it without any restrictions.  When you cancel an Apple 
Music subscription, you also retain any downloaded copies of music, but if it 
is an Apple Music version, then you will lose the ability to play it without a 
current Apple Music subscription.  This only becomes a concern if you no longer 
have access to the original copies of your ripped music.

So, essentially, if you have both Apple Music and iTunes Match, you can cancel 
iTunes Match without it changing anything.  I can say this with certainty, as 
I've just done it within the last six months.
