Hi, Normal 2FA behaviour would make you enter a six digit code that would be automatically sent to one of your already approved devices. So, if your iPhone is one of the approved devices, then when you attempt to sign in with your Apple ID on the ATV, and it asks for Apple ID and password, it usually sends a notification to the iPhone. If it is not doing this, then it's possible that your ATV is still considered an approved device from before, but I thought that it might do the 2FA thing again. I don't have an ATV 3 anymore, but my ATV 2 did that, and my ATV 4 allows for the 2FA separately.
