Actually, it could still be TM. TM does snapshots when there's no
backup drive connected. So, in fact, you could recover a backup of
sorts even when your backup drive is not connected. These snapshots
make the actual transfer of the backup to the drive quicker when it does
happen, but can both use up space and resources when the backup drive is
not connected. I don't believe that it will show you when this is
happening though, other than maybe in Activity Monitor, but I'm not sure

Sometimes its a while before it happens, sometimes the very first VO
command after startup causes this behavior. When the next macOS is
released in the fall, I will monitor this before I install apps or
make any changes. I do clean installs so it will be a fresh system.

I may have spoken too soon. Seems you and I are the only ones.
It happened a lot in the Finder, but mostly when I run an app. It
almost always happens, at random, when I press a VO command.

Some time ago I upgraded the 8gigs of ram to 16 on the MBP and
swapped the spinning drive for the SSD.
I don't recall if the issue with Voiceover existed before
then. What happens is often when I am navigating the Mac, VO will
sound like its being throttled back then comes back quickly. Its
random, I never know when or what may trigger this.
So I will have someone help me put the 8gigs back tomorrow and
see if the issue clears up. But I am wondering if the SSD is
automatically optimized or not. If not, can it be optimized?
This happens even when I have done clean installs and have set
things up from scratch but I am willing to try anything to run this
down. Thoughts?
