Hi, The mp3 format is not a discriminating factor as they are fine for uploading to your iCloud Music Library. The length of the song, can be a factor though, as well as certain other format restrictions. If you've got a pdf album booklet, a .mov or mp4 file, they are not eligible for upload to your iCloud Music Library. When you're in the playlist, go up to the View menu, down to View As, and right and down to Songs, then press cmd-j to bring up the View Options window. Navigate through the items until you find the "Kind" item and check it. Close the View Options menu interact with the table of songs in the playlist, navigate right to find the Kind column then navigate down through this column and see if there are any items that aren't Matched, AAC or mp3. Taking ineligible items out of the playlist will fix the problem for you.

I’ve performed ICloud library update and then found the playlist with “not eligible” button. When I pressed it, the message says iCloud Music Library playlists can only include music from your iCloud Music Library. This playlist can’t be uploaded because it includes other media kinds or songs that are not eligible.. This playlist contains songs downloaded from YouTube and maybe some of them cannot be added to the iCloud library? They are mp3 format.
