Hi,

If you have iCloud Photo Library turned on for both the iPad and iPhone, then 
there's no need to connect your iOS device to the Mac in order to sync photos.  
There are a couple of ways to determine if iCloud Photo Library is enabled on 
your Mac.  You can do it either from System Preferences in the iCloud pane, or 
in the preferences of the Photos app itself.  Let's do it from System Prefs.  
So, go into System Prefs, iCloud.  In here you can confirm that you are signed 
into iCloud with your same Apple ID.  Just VO navigate around the iCloud pane 
and listen to learn whether you're signed in or not.  If not, there's an 
obvious Sign in button.  Once that you've confirmed that you're signed in, then 
interact with the Services table and make sure that Photos is checked.  If you 
also interact with the Photos item within the Services table, then navigate 
right, you'll notice an Options button.  Pressing on this button gives you the 
settings by which you can ensure that iCloud Photo Library is enabled, as well 
as Optimizing your Library etc.  If these are all confirmed, then all photos 
will be syncing across all your devices.  The Photos app is a little more 
complicated to explain, but once you open Photos, there's a sidebar that lets 
you choose albums, your entire library, people, places etc.  Select one of 
those items, and verify if it sounds like the same number of items that you 
have on your iOS devices.
