APFS is the new format used by MacOS. APFS does not support hard
links, so cannot be used for a Time Machine backup drive. If the
drive is already formatted APFS, when it is chosen as a Time Machine
location, you will be prompted to have it reformatted as MacOS
Extended (Journaled) so that Time Machine can do its thing. Your Mac
drive can be APFS, but the backup drive for Time Machine needs to be
MacOS Extended (Journaled).

It depends on what you want to use it for. Master Boot Record is a
Windows format, so if you wish to use it for booting Windows, then
choose that. All new Macs use GUID partition maps, so if you plan
on only using it with your Mac, choose that one. The other is for
older Macs.
