Hi Andrew, I believe if you get the cellular version then yes you would need to put a sim or have it connected to your mobile phone plan to get the full benefits out of it.
The cellular version can let you run the watch with out the phone on you all the time but does cost in most cases slightly more dependatnt on your providers charging plans.
