Okay, I may have found it. Go into System Preferences and choose Accessibility.
Select the “Speech” option and then click the “Options” button after the “Enable Notifications” checkbox which is probably checked. Once in there, you can set the delay. Mine was set to 20 seconds and the lowest setting seems to be three.
