I have some trouble with this too. I use a Mac Mini. one thing that I find helps is to interact with web content. that puts the cursor more in line with what you're hearing. the other thing that sometimes works for me or I should say in adition to interacting is to move using vo-right-arrow when selecting. you have to hold down shift and vo at the same time but it does select the text sometimes at least.
