Ok, there is a safe mode, but is just like windows not useable with voiceover and it even states it. I tried it and it is there, but accessibility features are dimmed out. I had a Apple tech try on there end and it showed the same. When I used it I had to use recovery mode to run first aid on main drive just to get voiceover to stop being so sluggish.
