Ah ha! Well when U upgraded my iDevices, I did have trouble with
hearing Voiceover. Go figure.
When iOS 13 was released Everyonewas trying to get it at the same
time, thus the servers were crowded. I waited for 13.1 and it initially
said the download would take 17 minutes and it actually finished in
about 2 minutes. So who has better internet? :)

No, I did not turn the Mac off. It was just the normal restart after
the update. And I have turned it off in the past without affecting
anything. But at least I fixed it so it is all good. Thanks
