Hi, Not sure how you turned VoiceOver all the way off. It sounds to me more like the gesture turned speech off. A three-finger double-tap toggles speech on/off when VO is on, and the three-finger triple-tap toggles screen curtain on/off. I can see why you called 911 as when you go to power down the iPhone, one of the options in the confirmation dialog is "Emergency Call". If you are concerned that this might happen again, you can turn this feature off in Settings, Emergency SOS.
I realize that some gestures are difficult for some people so I'll emphasize that you need to ensure that your fingers are separated when doing multi-finger gestures, otherwise your iOS device may not be able to distinguish between the number of fingers in the gesture.
