I also found it in the VoiceOVer settings. I believe it is in touch as some
people have difficulty with screen taps. Perhaps tremors in fingers could cause
double taps. Then again, I have not reviewed non-vision settings in
accessibility in IOS 13. Considering my title I probably should.
