Yes i understand your frustration too.
But i don’t think apple has made regressions of mac and accessibility.
Though i have had similar issues too.
I think you can turn off some things in both VoiceOver and Safari to make it 
easier for VO to handle the page.
I am quite not sure about what to turn off but i will dig a little and come 
back.
