Hi,

Removing the HomePods is not necessary for restarting.  Sorry if I wasn't clear 
in my original instructions.  Do the following to restart the HomePod or 
HomePods:

1.  Go into the Home app on your iPhone or iPad.
2.  Double-tap the Edit button.
3.  Double-tap the HomePod or HomePod pair.
4.  Swipe to down near the bottom and find the "restart" button and double-tap.

You don't really get any indication that it is restarting, but it/they are.  
Removing also will work, but the "Remove" action requires you to setup the 
HomePods all over again.  This would be a next step if nothing else seemed to 
work, but not specifically needed.

It shouldn't matter whether music is downloaded or not, at least not for me, 
because I have iCloud Match.
