Hi,

There are two places for voices.  The System and VoiceOver.  Setting the System 
voice deals with automatic announcing of System dialogs, Speak Selected Text 
features and other global system related announcements.  Setting the System 
voice is handled in System Preferences, Accessibility, under the Speech 
category.  You can set the default voice and rate and what you wish to be 
announced.  VoiceOver default voice settings are set in the VoiceOver Utility 
under the Speech category as well.  One thing to note is that you can have 
duplicate announcements of dialogs when you have both VO and the System set to 
announce text in dialogs.  As mentioned, the System configuration of this is 
found in System Prefs, Accessibility in the Speech category whereas in the VO 
Utility, this announcement setting is configured in the Verbosity category 
under the Announcements tab.
