Um, no that's a thing you've been able to do for years with mac's If you can confirm you have created the USB Flash drive installer then try restarting your machine and see if the USB Flash drive shows up then!
If you have sighted assistance available then shut your machine completely down and then hold the option key and start the machine up while holding that option key down for about 10 seconds to be sure. This will / should give you a screen with all available bootable devices on your machine. The process seems to finish okay but the USB drive still does not show up in the startup disk section of system preferences. Even when I unlock it so I can make changes there is only one option and that is the hard disk. I am using the full Mac OS catalina installer. Its an 8GB file in my applications folder. I did go into recovery mode but I did not see anything that would enable me to boot from a USB drive. I think that might be a thing you can do with Macs that have the T2 chips only.
