It appears that I've led you down the garden path.  What a naughty boy I am ;). 
 According to this 
article<https://www.techradar.com/how-to/software/operating-systems/how-to-open-any-file-on-ios-1305659>,
 iOS, and thus, iPadOS can natively read rtf files.  After a bit of testing, 
this is how you can open an rtf file in Pages:

1.  Open the Files app.
2.  Locate the rtf file and double-tap it.

This will open the file in some reader that I'm not yet aware of, but you can 
view the rtf file.  If you wish to make changes to it though, you'll need to 
export it into Pages on your iPad. To accomplish this, read on:

3.  Double-tap the Share button.
4.  Swipe through the choices to find Pages.  If it is not an option, 
double-tap the More button.

This will bring up a selection of apps that you can export the rtf file to.

5.  Double-tap on Pages and the aPages app will import the rtf file into itself.

I didn't do a lot more testing, but I'm sure that the rtf file will now become 
a Pages file, so will be able to be modified in the Pages app.  The original 
rtf file is not changed.  You should then be able to work in Pages both on the 
Mac and iOS/iPadOS device on the document.  If you need to use Word, you can 
share it to Word through the Pages app using a similar method to how it was 
brought into Pages in the first place.

Now, keeping all this in mind, I was sort of right in that Pages does not 
natively open the rtf file, but it certainly can be opened in Pages using the 
method I outlined above.  Only sort of lead you astray :).

Normally, it should be an automatic thing.  That is , double-tap a Pages 
document and it should open in your iPad with Pages.  There's really nothing
